2007 Innovative Program Award Recipient
Douglas County, Oregon, Juvenile Department Roseburg Area Youth Service (RAYS) Program
RAYS of Oregon is a collaborative effort of the Douglas
County Juvenile Department and the City of Roseburg Police Department.
As an early intervention program, it addresses the needs of youth
engaging in misdemeanor offense and violations who have no prior history
with the Juvenile Department. RAYS’ goal is to intervene early on with
youth referred for marijuana and alcohol possession in order to prevent
likely future involvement with more serious and damaging drugs such as
methamphetamine.
This is significant because in just three years, the
number of felony methamphetamine referrals of juveniles in Douglas
County jumped 550 percent. A large majority of these offenders had prior
minor offenses.
Peer pressure is a powerful tool that Douglas
County effectively employs: the key to the program is this: the
prosecutor, defense attorney, and jury are all juveniles. These young
volunteers, in addition to performing a community service, benefit by
learning about the criminal justice system.
Excellence in Volunteer Management Award
Application Form
Purpose: The NAVPLG Excellence in Volunteer Management
Award was established to honor an administrator, of a volunteer program in
local government, who reflects the high ideals of the profession and whose
dedicated efforts allow volunteers to produce significant achievements. The
winner of the award will receive $250 designated to be used toward costs
associated with attendance at the NAVPLG Pre-Conference and Annual Meeting
held at the 2008 Points of Light Conference, scheduled for June 1-3,
Atlanta, Georgia. Winners receive a plaque at NAVPLG's annual meeting.
Winners are notified by May 15 so they can complete early registration to
the conference.
Eligibility: Nominees cannot have been a winner of this award in the past 5
years.
Nominees must be a program manager of local government volunteers in a city,
county, township, borough, parish or the like for a minimum of one year.
Nominees must be NAVPLG members (an individual can join when nominated).
Award Criteria:
• Length of time the nominee has been involved in local government volunteer
management
• Demonstration of excellence in one or more areas of volunteer management:
- Effective use of leadership skills
- Creative utilization of people, resources and
opportunities
- Ability to assess the needs, skills and interests of
volunteers and
inspire them to develop their potential
- Understanding of organizational needs and goals and
how these
can be achieved through effectively
engaging volunteers
- The ability to match the needs of the volunteers with
the needs of
the organization
- A strong sense of professional ethics
- Ability to mentor youth and/or peers
• The nominee’s role in advocating for volunteerism in local government
• Other community or volunteer involvement outside the nominee’s
professional responsibilities

The NAVPLG Innovative
Program Award was established to honor the outstanding achievements of a
local government program in their creation and implementation of a
program/service, which utilizes volunteers to creatively serve both
their local government and their community. The program must focus on
specific issues of local government and meet the following criteria: 1)
Community needs – address an unmet need of local government 2)
Innovation - a unique approach to solving problems specific to local
government 3)
Mobilization - the program should result in opportunities for utilizing
volunteers in other local government activity. 4)
Achievement – the nomination must reflect actual accomplishments
achieved through the service. 5)
Replication – the nominated program should be easily replicable.
Both NAVPLG awards were
created in 2004.
