2007 Innovative Program Award Recipient

Douglas County, Oregon, Juvenile Department

Roseburg Area Youth Service (RAYS) Program

RAYS of Oregon is a collaborative effort of the Douglas County Juvenile Department and the City of Roseburg Police Department. As an early intervention program, it addresses the needs of youth engaging in misdemeanor offense and violations who have no prior history with the Juvenile Department. RAYS’ goal is to intervene early on with youth referred for marijuana and alcohol possession in order to prevent likely future involvement with more serious and damaging drugs such as methamphetamine.

This is significant because in just three years, the number of felony methamphetamine referrals of juveniles in Douglas County jumped 550 percent. A large majority of these offenders had prior minor offenses.

Peer pressure is a powerful tool that Douglas County effectively employs: the key to the program is this: the prosecutor, defense attorney, and jury are all juveniles. These young volunteers, in addition to performing a community service, benefit by learning about the criminal justice system.
